NCPCR National level Review cum consultation

The National Commission for Protection of Child Rights (NCPCR) convened a national-level review and consultation on grievance redressal mechanisms established in states and union territories under Section 32 of the Right to Education Act, 2009.

This meeting happened on 5th August, 2024 at Hall No. 5, Vigyan Bhawan, New Delhi. The primary goal was to enhance the efficacy of these mechanisms. Representatives from State Commissions for Protection of Child Rights (SCPCRs), State Education Departments, and District Education Officers from 32 states and union territories participated in the event.

The Chairperson of NCPCR, Shri Priyank Kanoongo, underscored the necessity of a robust system to address violations of children’s right to education. He emphasized the importance of a ‘Children’s Charter’ to ensure timely resolution of complaints, defined timelines for addressing complaints, and appropriate levels of authority for handling various types of complaints. Additionally, he stressed the role of schools in being aware of local and appellate authorities and leveraging digital technology for grievance redressal.

The consultation featured presentations by State Commissions for Protection of Child Rights and State Education Departments on their respective mechanisms, followed by an open-forum discussion. Ms. Rupali Banerjee Singh, Member Secretary of NCPCR, thanked all participants for their active engagement and encouraged their continued cooperation.

As per the reports, Nationals Commission for Protection of Child Rights has 57496 complaints pending as on 01-07-2024.
